NCM credentials problem in NPM

We have NPM and NCM on the same server.  When in Orion I click on the Configs tab and get "No data available. Please enter your NCM credentials."

I put in my AD credentials ("domain\user") and get "The Orion server cannot access the Orion NCM information service.  THe exact error was 'No connection could be made because the target machine actively refused it xx.xx.xx.xx:17777'"

When local on the server, I can just click the NCM and have no issues getting in.

Where could the problem be?
