Why does the Application pool timeout?

It seems that when running the Config Wizard that it fails more often than not with the following error:

Of course i can go restart the Application Pool and the SolarWinds website, but why does this happen anyway? Is this an IIS thing? Is there a timeout setting that I can increase to keep this annoying issue from happening?
