Use blinking red icon for down in map

All,

I thought this would be easy - no go.

I want to use a blinking red icon on the maps if a device is down. I created a new blinking down.gif in both 16x16, 24x24 and 32x32 and have copied them to all of the many locations that I can find but still no blinking down icon on the maps. I have them blinking on the summary page, etc. but not on the maps.
