I'm using WinSCP as a client from my laptop and find SFTP works okay like TFTP it presents a /SFTP root directory but no browsing around. WinSCP I've used to connect to Linux and Unix boxes to transfer files and browse the directories. Each time I triy to get a SCP connection to Windows I get "server refused to start a shell/command. I SAW the old references in here about that and the reply was SW now supports versions 1 & 2 of SSH? but I have the SW server utility set to use both protocols - SFTP and SCP and both versions of SSH ver 1 & 2 . So looking at the SCP settings it seems to expect to launch a shell window that is only compatible with Linux or Unix. So..? Does SCP even work in this SW server utility?
