Trying To Create A Custom HTML Resource That Acceses Web Page And Passes Username & Password To Windows Security Screen.

I am trying to get an internal web page to be seen in NOC mode.  I have created a custom html resource that works , but I don't know how to pass the username and password to the Windows Security screen.  I've seen examples of the &AccountID and &Password but they don't appear to work.  Does anybody have any ideas on how to make this happen?

My code is:

When I click on the tab that calls this resource I still get the Windows Security screen to enter the username and Password.
