Manage Reports access but cannot select SQL in Advanced DB Query

Hello,

We have given a user report management rights. When they create a new report\add content\reports\custom table and under selction metho select Advanced Database Query (SQL, SWQL) only SWQL is available. Can I give them the ability to use SQL without granting them Admin access?
