Alerts for Cisco Routers

How does the NPM differ between a router rebooting and a brief power outage when it comes to alerts.  For instance we have an alert that triggers when Last Boot has changed and it writes a log but does not email us.  We also have an alert that triggers when Node Status is equal to Down and it writes a log as well as emails us.  I just had a router take a brief power hit due to weather and the log shows it as a reboot so we did not get an email.  This really was not a reboot.  It was a brief outage due to power loss.  Is the NPM able to differentiate between an actual reboot and a brief power outage?  What keeps the reboot alert from triggering even if the device goes down for a long period of time?
