Can You Keep Users From (Drilling Down)

We have setup sort of an Executive Dashboard that shows all the major Groups which include machines, circuits, switches, etc.

We would like to keep them from drilling down in this 'dashboard'

Clicking on any of the bubbles will drill down to the group members underneath. Is there a way to keep this from happening to a group of users?
