We would like to use NPM to report on active ports on our network

One of the problems I see with this is that by default when you discover a device if it is not active it does not add it. We could rediscover all our routers and switches and change the default to add every port but I am concerned on what impact that would have on server and database resources. It would kill our license. We have a process where if there is nothing in the description we unmanage the port to save on license and poller count. I looked for a way to list resources from the command line but did not see one.
