Monitoring maximum bandwidth usage

My boss goes on and on about maxiumum bandwidth usage and how long the pipe is at max usage.

I tell him that 95th percentile is a good metric but he is not satisified

How in NPM or NTA can i see or monitor how long the pipe is full?

It seem to me the peaks shown in the graphs shoul have flat tops if the pipe is full but no matter how short a period I look at it is always a pyramid.
