SNMP Trap not converted to Alarm

Hi

I need that a trap that arrive to my NPM can generate an alert ....

the trap that arrive is this

I try to create an alert that when arrive this trap and the "Alarm ON" is present send a trigger action to net perf mon event log

when the "Alarm OFF" send another action to net perf mon event log

Now , i have try to create a rule but work only if I use TEST button on  alert manager.

Can Help me to create a rule?
