NPM Account for view only

Is there a way to lock down an account that will
give the rights to see a Top XX Interfaces that does not have drill down
access?

I have created a view for an account that has the
top 25 Interfaces by Percent Utilization.
My problem is that I don’t want the account to have access to the drill
down.  The account users have access to click on the interfaces.

The account has almost every feature turned to “None” and the summery page is the view that was
created.

I have tried Account limitations and View limitations but it’s not doing what I want.
