Volume alert not triggering

I hate to post something that seems to always turn out to be a trivial issue, but I am at a loss as to the root of the problem. All our alerts work fine except for the one that triggers on volume capacity used. When I test it, it gives me exactly what I want, it just will not trigger on its own.The hours are set to defaults (12:00 am to 11:59PM, 7 days a week), there are no suppression conditions that interfere and I have made sure that I was under the threshold for a day then exceeded the threshold and still no alert. See screen caps for config below. Any obvious errors?
